Our Client is seeking a highly experienced and qualified Divisional Commercial & Project Controls Manager to join their team. This is an exceptional opportunity for an individual with a strong background in commercial project controls management and a proven track record of success in medium to large projects. The successful candidate will be based out of their Brisbane office and should be prepared for geographical mobility as required.

Responsibilities:

Background:

  • Utilise previous expertise in commercial project controls management to support the Civil Infrastructure Division.
  • Provide mentorship on site to ensure effective commercial management of contracts and procedures, particularly in dealing with variations.
  • Implement reporting procedures and protocols to ensure accurate and timely project updates.
  • Establish project controls, including cost control, schedule review, trends analysis, and cost forecasts.

Commercial Experience:

  • Proactively engage with the Project Manager to develop project charters and execution plans.
  • Demonstrate experience in EPC/EPCM and target estimate strategies, including the development of associated commercial documentation.
  • Oversee EPC/EPCM contractor deliverables, contracting plans, progress, and progress claims in line with the contract's key performance indicators.
  • Interface with the client during feasibility studies and participate in joint contract formation based on client and project requirements.
  • Capable of working within our clients legal team framework.
  • Handle contract tendering, negotiations, and awards following company procedures and protocols.
  • Manage commercial aspects of contractor obligations, variation/site instruction processes, and claims for payment.
  • Ensure successful contract closeouts/final completion signoffs with all major contractors.
  • Expertise in dealing with commercial and contractual claims, including the implementation of appropriate structures and strategies.

Controls:

  • Possess 10 to 15 years of senior experience as a Civil Infrastructure Project Controls Manager responsible for client and contractor interface.
  • Proficiency in MS Project (preferred) and familiarity with P6 for schedule interpretation.
  • Develop and interpret monthly progress reports, including input to trends analysis.
  • Create three-week look ahead schedules.
  • Maintain a database of baseline schedules vs. actual progress for potential claims.
  • Ensure timely submission of invoices and claims to the client.
  • Process progress claims and manage accounts payable, including the recommendation for payment through project controls corporate software.
  • Effectively manage change requests and variations.
  • Establish trend monitoring mechanisms on projects.

Procurement:

  • Develop project procurement plans.
  • Demonstrate a strong understanding of the delegation and financial authority guidelines of the company.
  • Possess hands-on exposure to procurement management processes, including order placement and subsequent commercial management.
  • Conduct claim reviews and oversee payment approval processing.

Qualifications and Skills:

  • Bachelor's degree in a relevant field (e.g., Engineering, Construction Management, Commerce, or similar).
  • Proven experience in commercial project controls management, preferably in the civil infrastructure sector.
  • Strong knowledge of project management principles, contract administration, and commercial procedures.
  • Excellent communication and interpersonal skills with the ability to collaborate effectively with stakeholders at all levels.
  • Proficiency in MS Office Suite, particularly MS Project and advanced Excel skills.
  • Familiarity with project controls corporate software and scheduling tools such as P6e.
  • Strong analytical and problem-solving abilities.
  • Exceptional organisational and time management skills.
  • Demonstrated ability to work effectively in a fast-paced, deadline-driven environment.
