Position Overview
This position is responsible for the successful delivery of building asset construction projects (below $10m) within agreed budget, program, scope and quality standards, ensuring compliance with the (Council) strategic objectives. It provides effective program, project management and reporting to service the requirements of Council and is tasked with providing the highest level of certainty of delivery as early as possible in the development process.
Key Responsibilities
- Manage the successful delivery of approved building asset construction projects from inception to completion/handover
- Assist in the development and preparation of detailed, comprehensive project briefs and project plans to ensure that project requirements and objectives are clearly set out and structured at the outset of the project delivery process.
- Manage the consultant and contractor procurement process, including the preparation of tender documentation and contracts, and the management of contract negotiation, approvals and the contract execution process.
- Effective contract administration to ensure that all obligations under the contract are met, and that any variations, extension of time claims, payment certification etc. are resolved in accordance with the contract and provide the best value outcome for Council.
- Manage projects using appropriate project controls to ensure projects are completed on time, within the approved budget and to the approved scope and quality requirements
- Design management, ensuring that the project design and documentation is appropriate and represents best value for money to Council in meeting Council's requirements and objectives, and considering safety in design, operational and recurrent maintenance costs and best practice.
- Financial management, ensuring all budgeting, forecasting, payments and cash flow projections are accurate, well managed, regularly updated and reported.
- Program management, ensuring all project milestones are achieved and that any risks are identified and mitigated as early as possible
- Completion and handover management, ensuring that the project is completed in accordance with the set objectives prior to occupation, and that sufficient operational readiness has occurred to enable seamless handover of completed assets back to Council.
- Establish and maintain effective stakeholder relationships to ensure high levels of engagement, communication and satisfaction.
- Ensure that all reporting staff, consultants, developers, contractors and sub-contractors operate in accordance with Council program/project management standards and systems
- Identify and analyse emerging project risks and threats and recommend mitigation, minimisation and/or elimination strategies.
- Ensure the timely and accurate reporting of projects in accordance with all Statutory, Council and Government reporting requirements.
- Assist in the development and implementation of program/project management standards and tools to successfully manage the delivery of projects in an efficient and outcome focussed manner.
- Other tasks as required to ensure successful project delivery
- Ensure to take reasonable care of the health and safety of yourself, staff, visitors, contractors, volunteers and the general public whilst at work, and cooperate with Council to comply with WHS legislative obligations.
- Report injuries, accidents, incidents, near misses and unsafe work practices within required time frames, and that corrective actions are taken to prevent reoccurrence
- Use and properly maintain appropriate safety clothing and personal protective equipment
- Attend and complete all required WH&S training, toolbox talks and briefings as directed
- Ensure EEO, the principles for a culturally diverse society, and Council policies are complied with at all times.
- Contribute to improved customer service and organisational effectiveness, by acting ethically, honestly and with fairness.
Qualifications
- Suitable tertiary qualifications in either project management, architecture, engineering, property development, building science or related degree
Experience
- Minimum of 5 years post graduate project management experience within a multi-disciplinary environment
- Large-scale and/or mixed use urban renewal project experience
- Client side project management experience desirable
